It was a duplexing problem, though not like I thought. The radio link in a Tsunami is duplex, and the ethernet interfaces also do duplex, but they don't do auto-negotiation. Setting the interfaces on the computers at each end to 100Mb/s full-duplex worked a treat, and now I'm getting something between 20 and 40 Mb/s -- completely respectable.

Setting the speed yourself is always a plus. If you do not, then every so often the connection speed will drop as it negotiates the speed of the link with the switch. This can most often be noticed on heavily loaded servers on high bandwidth availability links. You can see the link speed drop every so often, randomly while it re-negotiates.
